Are neighborhoods warned when convicted sex offenders are about to move in?

I was told that sex offenders are noted to neighborhoods well before they are considered for parole. The person lives in Wisconsin and/or Iowa

They should be warned It also will bring the value of the other peoples homes down if a sex offender moves in next to them because there are not to many people who want to be neighbors with one of them.
